Anyone can pull it - be warned, however, that whether it works or not depends on the ROM, the emulator and when you reset. e.g. I first tried to do it in Yellow, but the game froze midway through no matter what.

(And actually it froze here when the Pokédex rating was to be given, which is why a low-pitched sound can be heard)
